To provide access to a variety of free to use training facilities e.g. shops, offices, factories and warehouses from which beneficiaries can conduct training exercises and practice techniques to gain meaningful experience for use in real operations relevant to the services they provide.
The more varied the facilities the better as it prevents beneficiaries from becoming too familiar with any particular one, thus ensuring a new challenge for each training session.
It is also difficult for beneficiaries to practice jointly, so where possible, the charity supports co-ordinated exercises.

The public benefit is derived from the improved efficiency and effectiveness of its beneficiaries, as using the charity’s facilities will ensure they are better able to serve the public by preserving life, preventing crime, protecting property, promoting public safety.
Beneficiaries are chronically short of facilities to train from and of those that can be used, personnel have become too familiar for exercises performed at them to have any real or meaningful benefit.
